Felipe Llamas informs about the activities carried out, the agreements and the Forum of Local Authorities’ Agenda held in Nairobi during the VII World Social Forum (available at www.redfal.org)

Xavier Godás informs about the meetings held at CGLU and presents the conclusions of the CISDP meeting, as well as the central elements of their Agenda:
• 4th. Meeting of the CISDP at Florianopolis – 26th of July 2007, framed on the FLACMA Congress, taking place from the 25th to the 27th of July 2007.
• Barcelona: International Seminar on Good Social Inclusion Policies. Barcelona, the week of the 17th of September 2007.
• Province of Milan: intends to carry out a seminar on the subject of Global Citizenship, in the end of September or in the beginning of October 2007.

Claudio Sule takes part in order to stress the importance of the FLACMA Congress regarding Social Inclusion and Climatic Change on this occasion (Florianapolis), as well as the announcing of Porto Alegre’s conference, which has requested support from CISDP for the organization and participation at the World Conference on Cities Development: democratic innovation and social transformation in the cities of XXI century, that will be held from the 13th until the 17th of February 2008 at Porto Alegre, Brazil.

Luz Marina (Cotacachi) and Helena (Paysandu) inform about the difficulty for the small municipalities and for those from the South to attend to such a broad Agenda.

Likewise, it is reported the constitution of the Participatory Democracy and Participatory Budgeting Working Group (you will find the declaration enclosed).

The proposal of the web page modification (enclosed) and the format of the VII FAL memory are agreed. “Diputación de Málaga” commits to edit this memory in Castilian and in another language (English). It will consist of an introduction, a final declaration, an open Agenda, a frame of organisational commitments, the summaries of the different co-organised seminars, opinion pieces about the FAL and the WSF and the final study of the survey carried out among the participants by the CES and the Technical Secretary of the FAL/CISDP. Regarding the performance of the network and in order to enable a better information process, the members are requested to deliver the announcements, programs and conclusions from the activities gathered at the agenda

The proposal of organisational commitments frame development is presented as well as the FAL agenda, it is arranged for them to be closed in the next meeting of the promoting group, that will be announced at Florianapolis (25-27 July) during the FLACMA Congress. This congress will address more presence of Latin America and European Local Authorities (particularly from French municipalities),

Guido Milani (Province of Milan) contributes the following notes for the debate about the network organisation and development:
- FAL as a Laboratory of innovative practices and networks, focused at encouraging the relationships with the social movements
- It is necessary for the functionality of the FAL to develop the regionalisation of the same, and to get down to a state level at least.
- The maintenance of the network must fall on the economic solidarity of all of the members (who can afford). To establish a solidarity network in order to support the different state networks.
- The Milano Fond of Cooperation offers itself to take co-responsibility, together with FAMSI and FONS, of the Technical Secretariat tasks.
- Rete is willing to dynamize a working group on goods and public services.

It is agreed to request Bobigni e IAI a proposal in order to concrete and encourage local entities participation in the General States about the Right to Shelter, as well as the campaign “Zero Evictions”.

The next meeting of the Promoting Group will be called at Fiorianopolis (25th – 26th of July) during the FLACMA Congress.
